Nobody needs a ten-step routine to start. Here is what to buy first, what to add next, and what to ignore until much later.

The hardest part of starting skincare in Nepal is not the money. It is that the advice is designed to sell you things. Ten steps, seven serums, a mask for each day of the week. It is overwhelming, it is expensive, and the irony is that beginners who do all of it usually end up with worse skin than beginners who do three things consistently.
So here is the honest version, ordered by what changes your skin the most per rupee.
Do this properly, because half of the products that fail people were bought for the wrong skin type.
If you buy exactly one product, buy this. Kathmandu sits at roughly 1,400 metres, ultraviolet radiation rises about ten to twelve percent per thousand metres of elevation, and the Valley's midday UV index commonly sits between 8 and 11 through most of the year. Unlike temperate countries it does not fall away in winter.
Look for broad-spectrum protection, SPF 30 or higher, and a PA rating of PA+++ or more. Texture is what decides whether you actually use it, so pick a gel or fluid if you are oily and a cream if you are dry. Swatch it in daylight first, because a formula that leaves a white cast on your skin tone is a formula you will abandon.
Not a foaming one that leaves your skin squeaky. Squeaky means the lipid barrier just lost material it needed. A low-foam gel for oily skin, a cream or milk cleanser for dry or sensitive skin. Once at night is enough for most people, with a water rinse in the morning.
Oily skin needs this as much as dry skin does; it just needs a lighter one. Gel-cream for oily and combination, a proper cream for dry. The habit that matters more than the product is applying it to skin that is still slightly damp, within a minute of washing.

Most people never need to go past stage five, and plenty of people with genuinely good skin are sitting at stage three. A routine is not a collection.
Only after the basics have been steady for a month, and only one at a time. Pick based on the problem you actually have, not the one the internet is currently excited about.
None of these are useless. All of them are optional at the start, and buying them first is why beginner routines get expensive and go wrong.
A routine has to survive an actual Nepali week, including the night you get home at eleven after a wedding and the morning you are late for a shift.
That is it. If someone tells you a beginner needs more than this, they are selling something.

No, not as a beginner. Hydrating toners are a pleasant optional layer in an established routine, and alcohol-heavy astringent toners actively damage the skin barrier, which increases oil production and irritation. Neither belongs in your first three purchases. Spend that money on a better sunscreen instead.
Four to six weeks, and add only one thing at a time. Skin turns over roughly every four weeks, so anything you judge sooner you are judging on surface hydration rather than real change. Adding two products together means that if your skin reacts, you will not know which one caused it.
Yes. Oil and water are different things, and skipping moisturiser on oily skin leaves it dehydrated, which commonly triggers more oil production, not less. The answer is a lighter texture rather than no product. Use a gel or gel-cream moisturiser and apply it while your skin is still slightly damp after cleansing.
Not for a beginner, and often not at all. More products mean more chances to irritate a barrier that has not settled yet, and irritation on brown skin leaves dark marks. A three-step routine done every day produces better results than an elaborate one done inconsistently. Add steps only when you have a specific problem the basics have not solved.
